Complete Nepal Salary Earner Income Tax Guide

The definitive handbook to Nepal tax brackets, Section 87 TDS withholding, legal exemptions (SSF, CIT, Insurance), Form D-01 e-filing, and obtaining Tax Clearance Certificates.

Orientation

Introduction & Purpose

Income tax compliance for salaried employees in Nepal is governed by the Income Tax Act 2058 and the annual Finance Act enacted by Parliament. Under Nepal's progressive slab system, tax rates scale from 1% up to 39%. Employers are legally mandated to deduct withholding tax at source (Section 87 TDS) every month. By proactively understanding permissible deductions-including Social Security Fund (SSF), Citizen Investment Trust (CIT), Life and Health Insurance premiums-salaried professionals can legally reduce their tax liability by tens of thousands of rupees annually.

Chapter 01

Income Tax Slabs: Individual vs Married Couples

Nepal assesses individual taxpayers differently based on marital status election: For an Unmarried Individual: First NPR 500,000 is taxed at 1% (Social Security Tax); Next NPR 200,000 at 10%; Next NPR 300,000 at 20%; Next NPR 1,000,000 at 30%; Next NPR 3,000,000 at 36%; and any balance above NPR 50,00,000 at 39%. For a Married Couple (joint assessment): First NPR 600,000 is taxed at 1%; Next NPR 200,000 at 10%; Next NPR 300,000 at 20%; Next NPR 900,000 at 30%; Next NPR 3,000,000 at 36%; and balance above NPR 50,00,000 at 39%.

1% SST Exemption for SSF Contributors

If you contribute to the Social Security Fund (SSF), you are completely exempt from the 1% Social Security Tax on the first bracket! Your first NPR 500,000 (or NPR 600,000 married) is taxed at 0%.

Chapter 02

Retirement Fund Deductions: SSF, CIT & EPF Caps

Retirement contributions are the largest tax deduction available in Nepal. Under Section 63, contributions to approved retirement funds (SSF, CIT, Employees Provident Fund) are deductible up to a maximum of one-third (1/3) of your assessable income, capped at statutory ceilings: Up to NPR 500,000 per fiscal year for Social Security Fund (SSF) contributors, or NPR 300,000 per fiscal year for standard CIT/EPF contributors.

Tax Savings Calculation

If your highest marginal tax slab is 30%, depositing NPR 300,000 into CIT directly saves you NPR 90,000 in income tax while building guaranteed retirement savings!

Chapter 03

Insurance Premiums & Medical Tax Credits

In addition to retirement deductions, the Finance Act permits significant annual insurance rebates: Life Insurance Premium deduction up to NPR 40,000 per annum; Health/Medical Insurance Premium deduction up to NPR 20,000 per annum; Residential Home Insurance Premium deduction up to NPR 5,000 per annum. Furthermore, under Section 51, taxpayers can claim a direct Medical Tax Credit equal to 15% of approved medical expenses incurred, up to a maximum credit of NPR 750 directly offset against payable tax.

Submit Receipts Early

Submit premium payment receipts to your HR/Finance department before Chaitra (March/April) so they can factor the deductions into your remaining monthly TDS paychecks.

Chapter 04

Remote Area Allowances & Female Tax Rebates

Special tax relief applies across demographic and geographic parameters: Category A Remote Districts (e.g., Dolpa, Humla, Mugu) allow an annual deduction of NPR 50,000; Category B allows NPR 40,000; Category C allows NPR 30,000; Category D allows NPR 20,000; and Category E allows NPR 10,000. Additionally, resident female employees earning sole salary income receive an automatic 10% tax rebate on their total calculated income tax liability under the Finance Act.

10% Female Salary Rebate

This rebate applies directly as a 10% discount on final tax payable, reducing effective tax burden noticeably for women in the formal workforce.

Chapter 05

Filing Form D-01 Online on the IRD Portal

Salaried employees whose income exceeds NPR 40 Lakhs per annum, or who receive income from multiple employers, are legally required to file an annual income tax return (Form D-01) on the IRD portal (taxpayerportal.ird.gov.np) within three months of the fiscal year close (by Ashoj end). Log into the Taxpayer Portal with your PAN and password, open 'Income Tax Return' -> 'Form D-01', review your Section 87 TDS entries pre-populated by your employer, verify deductions, and submit.

Automatic Withholding Reconciliation

Employees earning under NPR 40 Lakhs from a single employer with final TDS deducted are considered to have satisfied filing requirements, but filing Form D-01 voluntarily is mandatory if you wish to claim a tax refund.

Chapter 06

Obtaining an Official Tax Clearance Certificate

A Tax Clearance Certificate (कर चुक्ता प्रमाणपत्र) is frequently required for foreign visa applications, commercial bank loan underwriting, and corporate directorships. Once your employer pays all TDS and files annual returns, log into the IRD portal, navigate to 'Tax Clearance', verify your verified tax payments for the fiscal year, and click 'Print Tax Clearance Certificate'. The system issues a digitally signed QR-coded certificate valid for all statutory purposes.

Zero Office Visits

Tax Clearance Certificates for salaried employees are generated instantly online in PDF format without needing to visit the Inland Revenue Department in person.
