Orientation

Introduction & Purpose

Buying or constructing a home in Nepal is often the largest financial commitment of a lifetime. Commercial banks and financial institutions offer residential housing loans typically spanning 10 to 30 years. However, borrowing without understanding how the bank's Base Rate fluctuates quarterly, how premium spreads are locked, and how engineering valuations determine your net loan can cost borrowers millions of extra rupees over the loan tenure.

Chapter 01

Understanding the Base Rate + Premium Spread Formula

In Nepal, floating home loan interest rates are calculated strictly as: Interest Rate = Bank Base Rate + Premium Spread. The Base Rate reflects the bank's internal cost of funds, cost of cash reserve ratio (CRR), statutory liquidity ratio (SLR), and return on assets. Every commercial bank must compute and publish its Base Rate quarterly. The Premium Spread (typically 1.0% to 3.0%) is fixed in your loan offer letter. While your spread is contractually locked, whenever the bank's Base Rate rises or falls, your overall interest rate adjusts automatically.

Spread Cannot Be Increased Unilaterally

Under NRB directives, commercial banks are prohibited from unilaterally increasing your agreed premium spread during the loan tenure, providing protection against arbitrary rate hikes.

Chapter 02

Fixed vs Floating Rate EMIs: Which Should You Choose?

NRB mandates that commercial banks offer fixed-rate home loans alongside floating rates. Fixed-Rate Loans lock your interest rate (e.g., 9.5% or 10.5%) for 5 to 10 years, protecting your household from rising market rate cycles but usually carrying a higher initial rate. Floating-Rate Loans fluctuate with quarterly Base Rate movements. When system liquidity is high and Base Rates are trending downward, floating rates offer immediate monthly cash savings.

Hybrid Option

Many Nepali banks offer hybrid loans: fixed for the first 3-5 years, transitioning into floating (Base Rate + Spread) thereafter.

Chapter 03

NRB Loan-to-Value (LTV) Ratios & Debt Service Caps

To prevent housing bubbles, Nepal Rastra Bank enforces strict Loan-to-Value (LTV) ceilings: For residential real estate inside Kathmandu Valley, maximum LTV is capped at 50% of the property's fair valuation. Outside Kathmandu Valley, maximum LTV is 60%. For certified First-Time Home Buyers (पहिलो घर खरिदकर्ता) purchasing property up to NPR 2 Crore, NRB allows relaxed financing up to 70% LTV. Furthermore, your Debt Service to Gross Income (DSTI) ratio cannot exceed 50% of verified household income.

Down Payment Requirement

A 50% LTV cap means you must have 50% of the property's engineering valuation ready in liquid cash before the bank disburses the remaining 50%.

Chapter 04

The Engineering Valuation: Government vs Market Rate

Banks do not accept the purchase price written on your sales deed. Instead, they assign a licensed consulting engineer to inspect the land, access road width (minimum 10 to 13 feet road width is mandatory for bank financing), municipal building permits, and completion certificate (सम्पन्न प्रमाणपत्र). The engineer calculates: (a) Government Land Rate (मालपोत मूल्यांकन) and (b) Fair Market Value. The bank takes a weighted average (often 30% Govt + 70% Market, or 40/60) to arrive at the 'Fair Valuation' used for your loan ceiling.

Road Width Matters Most

Properties touching an 8-foot or narrower road face steep valuation deductions or outright bank rejection under municipal road criteria.

Chapter 05

Mortgage Registration & Rokka at the Land Revenue Office

Once the loan is sanctioned, legal deed registration occurs at the local Land Revenue Office (मालपोत कार्यालय). The property deed (लालपुर्जा) is formally mortgaged to the bank through an official 'Rokka' (रोक्का) mandate. You must pay statutory registration charges (typically 0.15% to 0.50% depending on municipal jurisdiction) and service charges. The bank retains physical custody of your original Lalpurja in its vaults until the loan is 100% repaid.

Clear Tax Receipts

Ensure your local municipal ward taxes (सम्पत्ति कर) are paid up to date before scheduling the Malpot registration date.

Chapter 06

Prepayment Strategies & NRB Penalty Regulations

A 20-year home loan of NPR 50 Lakhs at 10% generates nearly NPR 65 Lakhs in interest alone! Fortunately, under NRB regulations, banks cannot charge punitive prepayment fees on individual residential housing loans (fees are capped at a nominal 0.15%-0.20%, and 0% for small principal repayments). By adopting two simple techniques-paying one extra monthly EMI per year, or increasing your monthly payment by just 5% annually as your salary grows-you can slash your 20-year mortgage to 13 years and save over NPR 20 Lakhs in interest.

The Round-Up Method

If your EMI is NPR 46,200, rounding up your monthly payment to NPR 50,000 silently retires several years of future compounding interest.

Practical Real-World Example in Nepal

Bipul & Srijana, 35 & 32, Working Couple in Bhaktapur

The Challenge:

Purchased an NPR 1.2 Crore house with an NPR 60 Lakh mortgage at Base Rate + 1.85%, worried about 20 years of compound interest payments.

The RisePaisa Solution:

Bipul & Srijana negotiated their spread down to Base Rate + 1.50% with their primary salary bank, and committed an extra NPR 7,000 monthly toward the principal balance. This shaved 6.2 years off their loan and saved them NPR 14.2 Lakhs in net interest.
